Canadians are fortunate to have universal health care but "universal" does not always mean it is 100% comprehensive. While government health insurance makes a lot of medical costs cheap or even free, it doesn't cover everything. In fact, according to a report by the Effective Public Healthcare Panacea Project (EPHPP), Canada's universal health program covered about 64% of health care costs, while 15% was covered out of pocket. Another 21% were covered through other public sources and private insurance.
